MINUTE OF INCHTURE AREA COMMUNITY COUNCIL MEETING HELD AT INCHTURE ON THURSDAY 3rd MARCH 2016

Minutes from the January meeting were available and proposed by L.McFarlane, seconded by A.Bailey.
POLICE & FIRE
PC McEwen from Police Scotland attended and provided the following updates:
ROADS AND TRANSPORT
The turning from the A90 next to the school is to be closed next week. This turned out to be in connection with works to improve the broadband provision in the older part of the village.
Members of the public in attendance raised a concern about the safety of local roads for pedestrians and cyclists after a wet winter did more damage to verges and surfaces than usual. They asked whether the 'walker and cycling friendly route' signs on the High Carse Road and others were an indication that PKC intends to provide any kind of improved maintenance regime for those roads. T.Woodford to let PKC know that we welcome the lower speed limit for those roads and to pass on the concerns about their current condition.
TWINNING
No update, Fleac visit planned for summer 2016 as previously minuted.
EDUCATION
The Multi Use Games Area (MUGA) behind the school is not yet at planning permission stage. Tenders were received but came in too high apparently because of a misunderstanding related to the specification required. Work is in progress to address this. The MUGA needs volunteers to sit on a committee to manage it once ready, please get in touch if you have a group who would use it and would like to help form a committee. The consequence of not having volunteers from the community to manage the facility will be that it will only be available for use during school hours and when the school isn't using it.
BROADBAND
It was noted that work has started to upgrade the BT Cabinet that serves the ~1997 onwards part of the Muir estate, no further updates or confirmations of go-live dates.
PLANNING
The matter of the path not having been provided beside the new shop in the village was discussed and M.Roberts updated the meeting that the shop cannot open until that has been put in place. Internal differences between what has been built and what was granted planning permission have also been noted by PKC and also need rectifying or a new planning permission before the shop can open.
A.Bailey made a submission supporting PKC's position in the Main Issues Report for the new Local Development Plan that the new homes for the Dundee Housing Market Area should not be sited at Inchture.
The height of the re-instated wall by he school was discussed with regard to a concern that PKC has seemingly allowed itself to carry out alterations in a Conservation Area that would require local consultation if a private individual were to undertake them. M.Roberts has made enquiries and will report back with what he finds.
TREASURERS REPORT
The Current Account balance stands at £412.50
£200 has been paid to Inchture Area Newsletter
It was noted that the Inchture Area Newsletter team have thanked the community council for the continued support and informed us that they are currently operating in a self-sufficient way and therefore donations are not required in future years.
The financial year end will happen before the next meeting, audited accounts will be prepared for the May AGM.
TREES AND THE ENVIRONMENT
Local residents raised a concern about the management of trees in the Main Street. It is duly noted that significant alterations to trees inside a conservation area can only happen after consultation with PKC.
A concern was raised about the lack of tree planting in the final stage of the Muir estate however those present conceded that the time of year may not have been conducive to planting so will review the condition of the public areas as summer starts and raise any concerns thereafter.

- Two houses in Inchture were broken into on the night of January 24th. A screwdriver was used to gain entry to a patio door in one of the cases. Police are looking for a white male in his 20s in relation to the incident
- We were reminded of the importance to keep house and car doors locked at night and when unattended
- If you see anything suspicious then call the police (use 999 if it is a matter which requires immediate response, 101 for issues that do not)
