MINUTE OF INCHTURE AREA COMMUNITY COUNCIL MEETING HELD AT INCHTURE ON THURSDAY 7TH JANUARY 2016

Minutes from the November meeting were available and proposed by L.McFarlane, seconded by G.McKinlay.
POLICE & FIRE
There was no representative from the police available for the meeting so a report was read by D.Henderson. Items of note included reports of vandalism to the Inchture Hotel and the Village Hall and to a car in Meadowview Drive.
Concerns were raised about people parking too close to the A90 exit on the road beside the school in Inchture. It was felt that asking the council to consider parking restrictions would be too far at this stage and that the Council will instead review the MUGA (games area by the school) application to see if parking can be improved as part of that facility.
ROADS AND TRANSPORT
T.Woodford informed the meeting that signs to discourage lorries from attempting to drive through Kinnaird have now been erected and the matter is considered to be resolved.
The matter of the poor state of the road by the side of the school was raised (B953 between A90(S) and Main St). This will be taken up with Perth and Kinross Council.
TWINNING
There will be a twinning visit to Fleac from 25th to 29th August 2016. A spring fundraiser event is in planning by the Twinning Association.
EDUCATION
A public meeting is to be held on 18th Jan regarding the MUGA (games area by the school at Inchture). Those who have overseen the planning phase are looking for people to take on the running of the facility, especially overseeing bookings and keyholding.

PLANNING
The Main Issues Report for the upcoming Local Development Plan includes a further expansion of Inchture village as a secondary option for meeting the needs of the greater Dundee housing market area. The report can be found at http://www.pkc.gov.uk/mainissuesldp2
After debate the Community Council agreed to support Perth and Kinross Council's position that the expansion of the village should be a secondary option and not the preferred option for the following reasons:
A.Bailey is to submit the Community Council's response to the Local Development Plan.
Members of the public wishing to comment on the proposal can do so by visiting http://www.pkc.gov.uk/mainissuesldp2 and downloading the form from there. Question 25 concerns the expansion of Inchture. Please take care that because of the phrasing of the question, those who wish that the village not be expanded should respond supporting PKC's position on the matter. Deadline is 16th March.
New village shop at Inchture: It was noted that the scaffold that was protecting the oak tree has been removed. Furthermore a fence has been erected along the rear of the plot such that it will need modifying to cater for the path which was a condition of planning consent. A.Bailey to contact planning enforcement officer Paul Kettles at PKC to highlight these two points.
A.Bailey declared an interest in a future planning application for the extension of a house in Lady Apple Close, Inchture.
TREASURERS REPORT
Account balance is £662.60 with £50 of cheques issued yet to be cashed.
£134 remains in the specific Kinnaird account. Anyone with projects in mind for Kinnaird should come forward because they may be eligible to receive this money.
The Community Council unanimously agreed to increase the annual contribution to the Inchture Area Newsletter from £150 to £200.
TREES AND THE ENVIRONMENT
PKC trees updated via Derek Sword that the ivy overwhelming the redwood closest to the school/gatehouse will be attended to this winter.

- The village has very recently undergone a significant expansion and local facilities such as the school are now very busy
- The proposed housing is for the Dundee housing market area yet it is Dundee and Perth Council's stated policy not to provide secondary schooling for children from Inchture in the western part of Dundee
- The Inchture option represents another expansion of the village boundary
- The area concerned is frequently waterlogged and will see housing encroaching on a pond and small wooded area which has established wildlife present
