MINUTE OF PREVIOUS MEETING
The minute was read, and its
acceptance was proposed by Mr G Ward and seconded by Mrs C Havranek.
POLICE AND FIRE
Inspector Dave Barclay and
Sgt Jim Aitken attended the meeting to inform us that Insp. Barclay has been
appointed to oversee policing of the area and improve the levels of
supervision. They reported that Perth & Kinross was officially the 3rd
best area in Scotland to live in terms of crime and that the Inchture area was one
of the best in P&K, with only 1 youth call and 2 reported minor crimes last
month. These were a theft from a locker at Taypack and the theft of a child’s
scooter from the Christmas Fayre. They also reported that a change was being
made to the police shift patterns and that this would result in a higher police
presence during the day and evening and reduce the number on night shift. They
will try and attend at least every second meeting.
RECYCLYING
The meeting was given a talk
by Lucy Garthwaite P&K Council Waste Advisor.
The facility at Friarton is
being upgraded to include items such as wood, electronic items and light bulbs.
They are currently looking
for a suitable site for a recycling point within our area. Three levels of
suitability are required for a recycling area, Planning, Noise & Pollution
Control and Health & Safety. If all these are acceptable at a site then the
go ahead can be given. Various sites at Inchture have been examined by P&K
and although none have been acceptable it is hoped that a site at the end of
the Inchture flyover will satisfy all criteria. This Community Council proposed
site is to be re visited as some confusion has arisen regarding the exact
location of the site.
The refuse collection is to
become fortnightly in the springtime and the blue bin will be used for plastic,
glass and cans as well as paper. Information will be sent out to households as
the program is rolled out throughout Perthshire.
MUIR HOMES MONEY FOR COMMUNITY BENEFIT
The meeting was attended by
Geoff Fogg a senior legal officer from P& K council.
He outlined various options
which were available to the community. It was decided to invite Serge Merone
who is a fund manager for P&K Quality of Life Trust to the meeting which
was being held at The Inchture Hotel on 17th January
PLANNING
There has been no movement
regarding the borrow pits at Rait.
The Myreside farm planning
application is still pending.
As a follow-up to The
Horseshoe application being refused, a request was made from The Horseshoe
owners to meet Cllr Roberts, at this meeting they suggested demolishing and
relocating further north with screening. This was not acceptable to the Chief
Planning Officer.
The application for the
house at Quarryside, Kinnaird is still pending.
The proposed housing at
Abernyte farm has been reduced from 7 houses to 4, more details are available
on the P&K website, and G Ward will pursue this.
Cllr Roberts is to find out
what is happening to the area opposite the hotel.
There was a question raised
regarding Muir Homes contribution to the school at Inchture, Cllr Roberts is to
pursue this matter.
ROADS AND TRANSPORT
The repairs to the road at
Kinnaird are to commence on 4th February.
The problem with the dip in
the road between The Horseshoe and Baledgarno is to be addressed by the
insertion of white lines and signs.
The lay-by at Dunsinane has
been referred to Brenda Clough but no response has been received.
The road at Moncur is to be
repaired by the contractors during March as this is the next time they will be
in the area
The core paths program has
been drawn up and will take a year to progress
TREASURER
Advice is to be taken from
Brenda Lackie of P&K Council regarding how the money received from Muir
Homes should be shown in the Community Council accounts.
TWINNING
This year is the 15th
Anniversary of the twinning with Fleac and the twinning committee is looking at
various ways of subsidising travel to Feac. It is the intention of the twinning
committee to encourage as many people as possible to travel to Feac to
celebrate this anniversary.
EDUCATION
The school inspection is
finished and a report will be available soon.
PARKS & LEISURE
Both Giant Redwoods gifted
to the Inchture community by P&K Countryside Trust have been planted. One
was planted by the children of Inchture
School at a site chosen
by them in the school grounds and the other planted at the west end of the main
Street by the Community Council. P. Henderson and A. Muirhead attended the
planting of the trees.
The school in partnership
with the P&K Countryside Trust is applying for a grant of £10,000 from
Breathing Space to improve the flooded area. A channel has been dug from this
area and if it is extended a bit further it is hoped it will drain naturally
and will not require to be continually pumped away.
An enquiry for assistance
with applying for a grant to install fencing near the church in Kinnaird was
received. T Woodford has contacted Serge Merone of P&K Quality of Life
Trust to pursue this.
The gates from Moncur Farm
to the avenue of Redwoods have been repaired.
No response has been
received from P&K Council regarding the 2 L.E.A.P’s (locally equipped play
areas)
A Muirhead contacted G
Harbut (P&K Council) regarding broken glass in the play area.

C Havranek had received a
letter saying a review would take place to decide if the temporary ramp at Abernyte School could be repaired or if a
permanent one could be installed instead. A permanent ramp would need to go in
the main entrance and would be very costly due to the nature of the building.
P Henderson raised the
matter of Provost Hulbert’s newsletter and the comments that he had made
regarding the community council and the money received from Muir Homes. He
informed the meeting that two versions of the comments made were published with
different interpretations, one in the Inchture Newsletter and one in John
Hulbert Council Business newsletter. The version of facts and statements
published in John Hulbert’s Council Business News did not represent a true
version of facts, actions or decisions made by the Community Council as shown
in the minutes of the Community Council.
P. Henderson had called a meeting of the
Inchture Community Councillors to discus the matter. All Inchture Community
Councillors were unhappy with the comments John Hulbert had made regarding the
Community Council and the decision was taken too responded by publishing a
reply to his comments on the Inchture Community Council Web Site and in the
next Inchture newsletter.
